Leadership Strategy for the teaching profession of Aotearoa New Zealand and Educational Leadership Capability Framework

Every teacher, regardless of their role or setting, should have the opportunity to develop their own leadership capability.  That’s why, during 2017, we worked collaboratively with teachers, leaders, academics and representatives of the teaching profession to review evidence and stimulate thinking about future focused leadership in Aotearoa New Zealand. Find out more about the development process

We listened and used this feedback to inform the development of the Leadership Strategy for the teaching profession and Educational Leadership Capability Framework, which were released on 28 August 2018.

About the Leadership Strategy

The Leadership Strategy supports the growth and development of leadership capability for all registered teachers across English medium and Māori medium settings, in positional and non-positional roles.

The Strategy sets out a guiding framework for teachers to develop their leadership capability  - aiming to make leadership development accessible to everyone.  

It also provides an opportunity for New Zealand to be world leading in its approach to leadership in education:

  • It belongs to the profession
  • It is relevant to every teacher across English and Māori medium settings – in both positional and non-positional roles
  • It is steeped in international and New Zealand leadership research
  • It sets out a guiding framework for teachers to develop their own leadership capability – making leadership development accessible to everyone
  • It is unique to Aotearoa New Zealand – recognising Te Tiriti o Waitangi, as well as the cultural distinctiveness of leadership in Māori medium and bilingual settings 
  • It provides a system-level approach to growing and developing leadership in education.


About the Educational Leadership Capability Framework

The Educational Leadership Capability Framework (the Capability Framework) is designed to support the Leadership Strategy to advance educational leadership in Aotearoa New Zealand.

The profession told us they supported the development of a leadership capability framework during  consultation on the draft Leadership Strategy (December 2017 – March 2018). This led us to commission the New Zealand Council of Educational Research to develop the Capability Framework. 

The Capability Framework gives life to the Leadership Strategy and outlines the core educational capabilities needed for effective leadership across different levels of the profession. It provides all teachers with a practical tool to identify, grow and develop their leadership capability. It also illustrates what leadership looks like in practice, in kura, schools, and early childhood education services.  

The capabilities can be used to:

  • Shape and critically reflect on programmes, individual pathways and overall practice, and organisational strengths and needs
  • Make decisions about priorities for new learning. 

The Capability Framework draws on the existing guidance in educational leadership such as the Ministry of Education’s Tū Rangatira for Māori medium educational leadership, Kiwi Leadership for Principals, as well as ERO’s School Evaluation Indicators and Early Childhood Services Evaluation Indicators.
